What happens here

Place the first course of retaining wall blocks directly on the compacted gravel base. Ensure each block is perfectly level, both front-to-back and side-to-side, using a spirit level. Use a rubber mallet to tap blocks into place if minor adjustments are needed. For added stability, especially in higher walls, insert horizontal steel rebar rods into the core holes of the blocks at regular intervals, typically every two courses. This provides structural reinforcement.
