What happens here

Using a utility knife or a specialized caulk removal tool, carefully scrape away any old, cracked, or failing caulk and sealant from the seams around the egress window frame where it meets the concrete foundation or house siding. This creates a clean, uniform gap for the new sealant to adhere effectively.
