He then went to the concrete contractor, showed the signed lien waiver from the lumber yard, and issued another company check to them, also receiving a signed lien waiver. These lien waivers, though based on checks that would later bounce, allowed the general contractor to convince the bank that all subcontractors had been paid. The bank then released construction funds to the general contractor, who promptly pocketed the money and fled the country, leaving the property owner responsible for double-paying the subcontractors.
