What happens here
Secure the toilet bowl to the floor. Place the plastic cap base (bevel side down), a metal washer, and a nut onto each closet bolt. Use a wrench or pliers to tighten the nuts. Alternate between sides as you tighten to apply even pressure. Tighten until the toilet is snug and does not rock, but be careful not to overtighten and crack the porcelain. Finally, snap the decorative plastic caps over the nuts.
